In the early years of the Clone Wars, Darth Sidious secretly transferred a small legion of clone troopers to hidden facilities on Coruscant where he could personally oversee their training and development. He then discretely assigned these red-emblazoned troopers to guard and patrol government buildings and other key sites. When Order Sixty-Six was issued, they were perfectly placed to seize control instantly as the shock troops of the new Galactic empire.
